NOC meaning in the UAE: what a no objection certificate is, when you need one and how to get it

What an NOC (no objection certificate) is in the UAE, the five cases where official MOHRE, GDRFA Dubai and u.ae pages name one (part-time work permit, second job on a family visa, driving licence traffic file, a wife sponsoring children in Dubai, certain establishment cards), how to get the letter and what it should contain.

The short answer

NOC means No Objection Certificate. In the UAE it is a short signed letter in which your sponsor, employer or another responsible party states that they do not object to something you want to do, such as taking a part-time job, opening a traffic file for a driving licence, or sponsoring a family member. There is no government NOC form. The organisation that needs the letter tells you who must sign it, and the signer issues it on their letterhead with a stamp.

Key facts

Government fee
None for the NOC itself; the service it supports carries its own fee
Who signs
Current employer for work matters; sponsor for family-visa holders; the other parent for a child's visa in some cases
Part-time work permit
MOHRE lists a no objection letter from the current employer among the required documents; permit valid one year; issued to people aged 18 to 65
Driving licence
u.ae lists a sponsor NOC "if required by the related traffic department"
Validity
No official validity period; each receiving organisation sets its own
Unpermitted employment fine
AED 50,000 for a company employing an expatriate without a valid permit (u.ae)

When official UAE pages ask for an NOC

Government pages name an NOC in these cases. Anything beyond this list is a private requirement, so ask the organisation that wants the letter.

  • Part-time work permit. MOHRE's service card lists "No objection letter from the current employer" among the required documents for a part-time permit. The permit is valid for one year.
  • Second job on a family visa. u.ae says a resident on a family visa can take a second job after getting a part-time work permit with an NOC from the sponsor. The permit is issued to people aged 18 to 65.
  • Driving licence traffic file. u.ae lists "a No objection letter from the sponsor (if required by the related traffic department)" among the documents to open a traffic file. Check with your emirate's traffic authority whether it still asks for one.
  • Wife sponsoring children in Dubai. The GDRFA Dubai family-sponsorship entry visa card asks for "No objection from the father if the guarantor is the wife".
  • Certain establishment cards in Dubai. Consulates need a no-objection letter from the UAE Ministry of Foreign Affairs, and churches need one from Dubai Municipality.
Banks, landlords and schools often ask for an employer NOC as well. That is their policy, not a government rule, and the wording they accept varies.

How to get an NOC letter

  1. Confirm who must sign. For work matters it is your current employer; for family-visa holders it is your sponsor; for a child's visa it may be the other parent.
  2. Ask the receiving organisation what the letter must say. Most want your full name, passport number, Emirates ID number, your role or relationship, and the exact activity they do not object to.
  3. Request the letter from the signer's HR or PRO department. Typically it is printed on letterhead, signed by an authorised signatory and stamped.
  4. Check the date. Receiving organisations often want a letter issued recently, so do not reuse an old one.
  5. Submit it with the application it supports, for example the MOHRE part-time permit through UAE Pass, or the traffic file at the driving institute.

What you need

  • Your passport copy and Emirates ID
  • Your residence visa page, so the letter matches your sponsor's name
  • The exact purpose and the name of the receiving organisation
  • For work permits, the official MOHRE job offer and the new employer's details

What a simple NOC contains

Keep it to one page. A workable structure is: the date, the receiving organisation's name, a subject line "No Objection Certificate", one paragraph confirming your name, passport and Emirates ID numbers and your relationship to the signer, one sentence stating that the signer has no objection to the specific activity, the signer's name, title, signature and company stamp. Avoid vague wording such as "for any purpose", because most organisations reject it.

Official fees

An NOC itself carries no government fee. The service it supports does. MOHRE's part-time permit page and u.ae currently publish different fee figures for that permit, so this guide does not state one; check the MOHRE service card at the time you apply. u.ae also notes that a company employing an expatriate without a valid permit faces a fine of AED 50,000.

Frequently asked questions

Is an NOC the same as a work permit?

No. The NOC is a letter from your sponsor or employer. The work permit is issued by MOHRE after you submit the application, with the NOC attached where required.

Can my employer refuse to give an NOC?

Yes. It is a voluntary letter. If it is refused, the part-time permit route on a work visa is closed until you change employer or sponsor.

Does a freelancer need an NOC?

u.ae describes the freelance permit as available to individuals without an employer sponsor, including self-sponsored residents. Residents on a family visa should still expect the sponsor NOC that u.ae mentions for second jobs.

Who signs the NOC for a housewife on her husband's visa?

The sponsor, meaning the husband, signs it. If the receiving organisation needs a company letter, it will say so.

How long is an NOC valid?

There is no official validity period. Each receiving organisation sets its own, so ask before you request the letter.
