The ICP Golden Residency Guide requires two letters: one from an auditor confirming the project value is no less than AED 500,000, and one from the relevant authority in the emirate or an accredited business incubator confirming that the project is innovative, technology-based or future-oriented. Who this category is for

The ICP guide describes the category in three phrases: "innovative or technology-based projects", "documents verifying the value of the project" and "a letter from a business incubator or the relevant authority in the emirate". It is written for founders whose venture has a demonstrable value and an innovation angle that a recognised body will vouch for. It is not a general business-owner visa; a trading company with a licence but no innovation letter does not fit the wording, and a company with AED 2 million capital fits the public-investor category better.

The five-year term is shorter than the ten years given to public investors and exceptional talents. For a founder without AED 2 million of capital, it is nevertheless the only Golden route that recognises the venture itself rather than the founder's personal wealth or salary.

Because the guide does not publish a list of accredited incubators, ask the incubator or authority you approach to confirm in writing that its letter is accepted by ICP or GDRFA Dubai for the Golden Residence entrepreneur category. GDRFA Dubai publishes a separate renewal card for entrepreneurs, which shows the category is processed in Dubai as well.

How the application runs

  1. Secure the innovation letter first. This is the item most applicants do not yet hold. Approach the incubator or emirate authority with a project description, licence and evidence of the technology or innovation.
  2. Commission the valuation. An auditor's letter stating a project value of at least AED 500,000.
  3. Run the ICP eligibility check (or use GDRFA Dubai for a Dubai file) and submit the nomination.
  4. Enter or change status. From abroad, ICP's six-month multiple-entry permit to finalise the Golden Residency; inside the UAE, cancellation and a status adjustment for AED 500.
  5. Medical fitness, Emirates ID and residence issuance within 60 days of entry.
  6. Family after your residence is issued.

Official fees

ICP residence card fee lines: application AED 100, Golden Residence issuance AED 100 per year, smart service AED 100. The extension of a six-month Golden entry permit is AED 1,000 plus AED 100. No total is published, and the auditor's and incubator's charges are private matters between you and them. GDRFA Dubai fees differ; a Golden-specific Dubai fee card was not found.

What people get wrong

  • Treating a trade licence as the qualification. The licence supports the file; the innovation letter and the valuation define the category.
  • Valuing the company by turnover or by the founder's own estimate. The guide asks for an auditor's letter on project value.
  • Approaching an incubator that is not accredited for this purpose. Ask for written confirmation before you pay for a programme.
  • Expecting 10 years. The official tables give entrepreneurs 5 years.
  • Forgetting proof of UAE residence. The guide lists property ownership or a tenancy contract for this category.
