The alternative issuer, a Department of Culture and Arts, is an emirate-level body. Which emirate departments issue accreditation letters for this purpose is not listed on the guide. If you work mainly in one emirate, ask its culture department whether it issues the letter and whether ICP or GDRFA Dubai accepts it.
Athletes
The guide names the General Sports Authority or one of the sports councils. It does not say which sports, which level of competition, or whether coaches and officials are included. The letter is the test. Athletes registered with a UAE federation or contracted to a UAE club should approach the sports council of the emirate concerned or the General Sports Authority with their competition record and registration documents. As with creatives, ask the issuing body to confirm that its letter is accepted by ICP or GDRFA Dubai for the Golden Residence.
